Apparently not, Centrifugal Force is the equal and opposite apparent force to Centripetal force. Centripetal Force is the force which cause any mass which is turning about a point to follow a radius about that point and not just move tangentially away from it.
If we look at Newtons 1st Law it says that a body in motion will remain in that motion unless acted by an unbalanced system of forces.
